I have to imagine it would really wear the timing belt components prematurely. From what I've seen, the belt itself almost never breaks, but the idlers and idler studs will let go if they're never replaced or are stressed to much... having the tensioner so tight is just going to put that much more stress on those parts. I really can't emphasize enough how important it is to replace these parts; if they break, your engine will destroy itself pretty much instantly.
